Special Education Services
In accordance with federal and state regulations, all public agencies are required to locate, evaluate, and identify children with disabilities who fall under their jurisdiction. This includes children of all disability levels, those attending private schools, and highly mobile children such as migrant or homeless children. Children who are suspected of having a disability and may need special education support as they progress through school are also included.
The New York R-IV School District is committed to providing a Free and Appropriate Public Education (FAPE) to all eligible children with disabilities between the ages of 3 and 21 within its jurisdiction. The district serves students with a range of disabilities, including:

In addition, the New York R-IV School District supports early intervention services for infants and toddlers through Missouri’s First Steps Program, providing necessary information and referrals.
The district assures that all personally identifiable information collected, used, or maintained for the purposes of identifying, evaluating, placing, or providing services to children with disabilities is safeguarded. Parents and guardians have the right to inspect and review their child’s educational records. They may also request an amendment to any records they believe are inaccurate, misleading, or violate the child’s privacy or rights.
If parents believe that the district is not meeting the requirements of the Family Educational Rights and Privacy Act (FERPA), they may file complaints with the U.S. Department of Education or the Missouri Department of Elementary and Secondary Education.
The New York R-IV School District has a Local Compliance Plan that aligns with the state’s regulations under the Individuals with Disabilities Education Act (IDEA). This plan outlines the district’s policies and procedures concerning the collection, storage, disclosure, retention, and destruction of personally identifiable information. The district ensures that all services are provided in compliance with the General Education Provisions Act (GEPA).

Parent's Guide to Special Education in Missouri
Students between the ages of three and 21 with disability-based IEPs may be eligible for Extended School Year (ESY) services through the Special Education Department. This decision is made by the IEP team.
Most students who attend ESY work on maintaining skills that they have developed during the school year. When considering eligibility for ESY services, the IEP team must consider data that indicates the student would lose skills that could not be regained within a reasonable time period upon returning to school without the provision of extended services.
Extended School Year services are typically provided in conjunction with the summer school program offered by Hamilton School District. The service each student receives is individualized and is based on IEP goals that have been attained during the regular school calendar.
